Authorization Export Permits

The Authorization Export Permit (AEP) program under the Department of Energy and the post-NAFTA tri-national agreement was an oasis for maquiladora plants operating adjacent to the Baja California and Texas border. The MEM program squashed the AEP program. As a result of the repeal, energy exportation may be reinstated.

Atlas Clean Energy entered the Mexican Energy Monopoly in 2013 and spearheaded most of the energy importation permits for Mexico. Atlas was the first to create a competitive platform shielded under NAFTA in a monopolistic market.

If the 2022 energy repeal becomes law, energy exportation will likely be reinstated under the rules before the reform.
